DC Readiness is a 0–100 weighted blend of fourteen factors — power (20%), speed-to-power (20%, scored on market interconnection speed — ERCOT ranks fastest), fiber (12%), energy cost (10%), and smaller weights for water, hazard, buildability, labor, existing-datacenter ecosystem, land, construction cost, gas pipeline, tax, and climate.
